Rancho Vistoso is not a separate town; it is a master-planned district within Oro Valley itself, governed by the Rancho Vistoso Planned Area Development, District #5, which Oro Valley adopted on June 22, 1987 and has amended more than thirty times since, most recently in 2026. The original developers listed on the plan are the Wolfswinkel Group and Del E. Webb Communities Inc., and Del Webb’s fingerprints are still visible in the community today. The district was conceived as a self-sufficient master-planned area with housing at multiple densities, parks, schools, commercial space, and an age-restricted section, and it now spans dozens of subdivisions with more than 8,500 homes across the district.

Golf is central to the district’s identity. Three courses sit inside Rancho Vistoso: the Golf Club at Vistoso, Stone Canyon, and the course originally built for Sun City Vistoso. That last one is the anchor of Sun City Oro Valley, formerly branded Sun City Vistoso, a Del Webb (Pulte)-built 55-plus neighborhood in the community’s northeastern corner with just under 2,500 single-level homes constructed between 1987 and 1995. Its own course, now marketed as The Views Golf Club, is a 6,759-yard, par-72 layout. For a resident population built around that scale of golf infrastructure, a golf cart genuinely functions as daily transportation rather than a weekend toy.

What the town code actually governs here

Because Rancho Vistoso sits inside Oro Valley, the general street-operation picture is the same as the rest of town: Oro Valley Town Code § 11-1-1 adopts Arizona’s Title 28, Chapter 6 traffic statutes by reference rather than writing a separate town rule, and Arizona’s shoulder-driving allowance for age-restricted communities under A.R.S. § 28-721(C) does not reach Pima County at all, since it only applies in a county over three million people. One provision does apply specifically to a community like this: Town Code Article 7-6 requires town engineer approval, plus a stamped traffic study from an Arizona-registered professional traffic engineer, before any golf cart path may cross a public right-of-way, with the applicant paying for and installing the signage and traffic control devices. That is exactly the kind of infrastructure a district with this many cart paths and street crossings has had to build out over more than three decades of development.
