Marana was incorporated in March 1977 with roughly 10 square miles and about 1,500 residents at its first town council election that August. Growth since then has been dramatic: the town counted 13,556 residents in 2000, 34,961 in 2010, and 51,908 at the 2020 Census, a 48.5 percent increase in that single decade, with a 2022 estimate of 55,962. The town now covers about 121.78 square miles, mostly in Pima County with a small portion in Pinal County, running along Interstate 10 from the Pinal County line down to the Tucson city limits, at an average elevation of 1,991 feet, noticeably lower than Oro Valley. Marana sits in the Sonoran Desert surrounded by the Tortolita Mountains, the Santa Catalina Mountains, and the Tucson Mountains, and its own general aviation field, Marana Regional Airport, sits within town limits.

What Marana carts need

A town that spans very different terrain. With 121.78 square miles between the valley floor near I-10 and the higher ground toward the Tortolita Mountains, Marana is not one uniform environment for a cart. A cart working the flat stretches near town center sees a very different duty cycle than one climbing toward the Dove Mountain district in the town’s northeast, where elevations run considerably higher. We size the diagnostic to where the cart actually lives rather than assuming one profile for the whole town.

Growth means a lot of newer housing stock. With the town more than tripling in population between 2000 and 2020, much of Marana’s residential development, including cart barns and garage wiring, is comparatively recent compared with older established communities closer to Tucson. Standard desert heat and monsoon cycle. At a lower average elevation than Oro Valley, Marana runs at least as hot in summer. Tucson International Airport’s NOAA normals average 67.9 days a year at 100°F or above nearby, and the same normals put more than 40 percent of the year’s rain into a short June-through-August monsoon window. The legal picture

Marana is its own incorporated town, and while we did not verify its municipal code line by line this session, Arizona’s state statutes on golf carts and neighborhood electric vehicles apply as the baseline regardless of any town-level ordinance. A plain golf cart has no general statewide right to use public streets, and the shoulder-driving allowance under A.R.S. § 28-721(C) only applies in a county over three million people, which rules out both the Pima and Pinal County portions of Marana.
