Catalina Foothills is a census-designated place in Pima County with a 2020 Census population of 52,401 and a median age of 56.5, considerably larger and older than Catalina proper to the north, despite the similar name. It sits at an elevation of about 2,575 feet, bounded roughly by River Road on the south, Oracle Road on the west, and Sabino Creek on the east, with the Coronado National Forest along its northern edge. The community was shaped early by developer John Murphey’s vision of low-density residential lots designed for privacy on hillside terrain rather than a flat production-home grid, and that founding character still shows in the winding streets and varied lot grades throughout the area. It is also one of the wealthier parts of the Tucson metro, home to La Encantada, described as the largest upscale shopping center in the region, and to multiple resort properties.

No separate ordinance, same state rules

Catalina Foothills has never incorporated as a city, so it falls under Pima County government and the same Arizona statutes that apply everywhere in the county. That means a plain golf cart here has no general statewide right to use public streets, and the shoulder-driving allowance some Maricopa County retirement communities enjoy under A.R.S. § 28-721(C) does not reach Pima County at all, since that statute is limited to counties over three million people. What Catalina Foothills carts need

Real hillside terrain by design. Because the community was built around low-density lots on natural hillside grades rather than graded into a flat golf-community layout, driveways and connecting streets here can carry meaningful slope even outside a formal golf course setting. Wash crossings and drainage. Standard Tucson-area heat. Catalina Foothills’ elevation is close to Oro Valley’s, and Tucson International Airport’s NOAA normals average 67.9 days a year at 100°F or above nearby.
